Ocean Winds, a joint venture between France’s Engie and Portugal’s EDP, has partnered with Brazilian power company Eletrobras to explore the development of offshore wind farms in Brazil.

The two companies have signed a memorandum of understanding to leverage Ocean Winds’ extensive experience in offshore wind projects, from inception to operation, along with Eletrobras' expertise as the largest power utility in Latin America.

With a project portfolio totaling 18.5 GW across eight countries, Ocean Winds is focusing on Brazil as a key region for long-term renewable energy growth. The company emphasized its goal to “support the energy transition and generate opportunities for the supply chain and local communities.”

Ocean Winds currently has 15 GW of projects registered with Brazil’s environmental regulator, IBAMA, located in the states of Rio de Janeiro, Piauí, Rio Grande do Norte, and Rio Grande do Sul.

Brazil’s offshore wind potential is vast, exceeding 1,200 GW, according to a study by DNV for the World Bank Group. This includes 480 GW from fixed foundations and 748 GW from floating foundations.
