Estonian Navy Detains Tanker Flying False Djibouti Flag

On April 11, the Estonian Navy intercepted the oil tanker Kiwala in the Gulf of Finland for operating without a valid flag and flying a false Djibouti flag. The vessel, part of Russia’s so-called shadow fleet, had its Djibouti registration revoked back in January due to its links to unlawful activities.
The tanker was sailing from Sikka, India, to Ust-Luga, Russia, when it was stopped by Estonian forces. The interdiction included naval ships and a helicopter, which guided the vessel into Estonian waters for inspection.
Following a detailed examination, officials identified 40 deficiencies, many related to incomplete or suspicious documentation, particularly concerning the ship’s flag registration. Estonian authorities confirmed the vessel is not currently registered with any recognized flag state and lacks valid insurance coverage. Additionally, Kiwala has been sanctioned by the UK, Canada, the EU, and Switzerland for prior illegal operations.
Inspectors also reported faults with the ship’s safety management procedures and inadequate crew readiness. The tanker is now anchored in Muuga Bay under watch by the Estonian Navy. Authorities said the crew is cooperating, and the vessel will remain detained until all identified issues are resolved.
